1. A decoding apparatus for image decoding, the decoding apparatus comprising:
a memory; and
at least one processor connected to the memory, the at least one processor configured to:
obtain residual information in a residual coding level;
derive transform coefficients for a current block based on the residual information;
derive residual samples by applying at least one of a low frequency non-separable transform (LFNST) kernel derived from an LFNST index or a primary transform kernel derived from a multiple transform selection (MTS) index to the transform coefficients; and
generate a reconstructed picture based on the residual samples,
wherein the LFNST index and the MTS index are obtained in a coding unit level,
wherein the MTS index is obtained immediately after the LFNST index is obtained, and
wherein the MTS index is obtained based at least on a value of the LFNST index being equal to 0.
