1. A processor-implemented method, the method comprising:
identifying at least two devices, including a requesting device and a target device, wherein the target device is a vehicle;
identifying one or more networks, including one or more alternative networks, wherein at least one alternative network from the one or more alternative networks is a peer-to-peer network that contains two or more vehicles and does not contain an access server;
evaluating each network from the one or more networks to determine a highest-ranked network according to one or more network criteria, wherein the one or more network criteria include a security factor, a speed factor, a signal strength factor, and a number of connections between the requesting device and the target device, and wherein evaluation of the speed factor comprises measuring a processor speed, an amount of memory, and a connection speed of each device of each network from the one or more networks; and
establishing access from the requesting device to the target device over the determined highest-ranked network.
