1. A liquid crystal phase-shifting unit, comprising:
a first conductive substrate;
a second conductive substrate disposed parallel to the first conductive substrate; and
a liquid crystal layer disposed between the first conductive substrate and the second conductive substrate;
wherein a distance between the first conductive substrate and the second conductive substrate is defined as a liquid crystal cell thickness, which is less than or equal to 5 μm,
wherein the liquid crystal layer includes a cholesteric liquid crystal having a pitch, and
wherein a ratio of the liquid crystal cell thickness to the pitch is equal to 2.4.
