1. A computer implemented method comprising:
assigning, by one or more database server computers, a respective rank value to each issue of a set of issues managed by an issue tracking system, each rank value of a plurality of rank values stored in a field having a predetermined length limited by a maximum byte limit for storing rank values;
in response to determining that a first subset of issues has met a congestion criteria, rebalancing the first subset of issues in a segment of a predetermined rank address space using a first processing thread by:
assigning a respective new rank value to each issue of the first subset of issues, thereby decreasing rank congestion of the first subset of issues while maintaining a respective order of issues in the first subset of issues; and
while the segment of the predetermined rank address space is being rebalanced using the first processing thread, assigning, using a second processing thread, a new rank value to an issue of a second subset of issues, thereby changing the respective order of the issue in the second subset of issues.
