1. A system comprising:
a network interface;
at least one processing device operable to:
receive an indication that an anchor is to be set at a first location on a preexisting first webpage prior to the preexisting first webpage with the anchor set at the first location being provided to end users;
receive a content specification associated with the anchor;
receive, via a corresponding interaction rule specification user interface, an interaction rule associated with the anchor, wherein the interaction rule comprises a rule that content specified by the content specification is to be displayed at least partly in response to a given user interacting with the anchor or an area adjacent to the anchor when the first webpage is displayed on a device of the given user;
render a preview of the first webpage with the anchor at the first location of the previewed first webpage;
automatically generate code configured to cause the anchor to be placed at the first location of the first webpage when accessed by a user browser; and
at least partly in response to activation of a publication control, enable the automatically generated code, configured to cause the anchor to be placed at the first location of the first webpage when accessed by a user browser, to be embedded in the preexisting first webpage;
wherein, at least partly in response to a first user browser of a first user device accessing the first webpage, and a first user interacting with the anchor or an area adjacent to the anchor, the content specified by the content specification is rendered in accordance with the interaction rule received via the corresponding interaction rule specification user interface.
