1. An apparatus, comprising:
a processor; and
a memory comprising instructions that when executed by the processor cause the processor to:
identify at least some resources in one or more cloud resources in a set of cloud resources when utilization of the one or more cloud resources by a primary resource utilizer exceeds a threshold;
after the at least some resources are identified, identify an auxiliary resource utilizer that is in compliance with a set of utilization policies associated with the at least some resources; and
after the auxiliary resource utilizer is identified, dynamically allocate the at least some resources to the auxiliary resource utilizer for utilization according to the set of utilization policies.
