1. A decoding apparatus for processing a video signal, the decoding apparatus comprising:
a memory; and
at least one processor connected to the memory, the at least one processor configured to:
determine a slice type of a slice including a current block,
determine, based on the determined slice type being P slice or B slice, whether the current block is coded based on a skip mode, wherein motion vector information, reference picture index information, and residual data for the current block are not obtained from the video signal based on the current block being coded in the skip mode,
obtain candidate index information for the current block based on the current block being coded in the skip mode,
determine motion information of the current block to be motion information of a neighboring block indicated by the candidate index information from among neighboring blocks of the current block, and
reconstruct the current block based on the determined motion information.
