1. A method comprising:
receiving, by a wireless device from a base station, configuration parameters indicating transmission configuration indication (TCI) states, wherein each TCI state is associated with a pathloss reference signal (RS) and used for uplink transmissions via a physical uplink control channel (PUCCH) and a physical uplink shared channel (PUSCH);
receiving a first downlink control information (DCI) indicating:
a PUCCH resource; and
a first TCI state, of the TCI states, associated with a first pathloss RS;
based on a time difference between reception of the first DCI and transmission of the PUCCH resource being equal to or less than a time threshold, determining a transmit power of the PUCCH resource based on a second pathloss RS associated with a second TCI state, of the TCI states, wherein a second DCI is received before the first DCI and indicates the second TCI state of the TCI states; and
transmitting the PUCCH resource based on the transmit power.
