1. A method comprising:
receiving, at a first spectrum access system (SAS) instance of a SAS service provider, a message including an identifier of a first base station that is not registered with the first SAS instance;
accessing, by the first SAS instance, a database of the SAS service provider, wherein the database is shared with a second SAS instance of the SAS service provider and periodically synchronized with the second SAS instance; and
providing, from the first SAS instance, an SAS service that was previously established between the first base station and the second SAS instance in response to the database including a record generated by the second SAS instance for the first base station.
