1. An optical transport network (OTN) node comprising:
a first switching layer contained within the OTN node and having a first level of granularity;
a second switching layer contained within the OTN node and having a second level of granularity different from the first level of granularity; and
a plurality of optical circuit switches (OCSs), wherein each OCS is a respective degree of the OTN node, at least two OCSs comprising:
an input port configured to be connected to a respective optical transport fiber outside of the OTN node;
at least a first output port connected to the first switching layer; and
at least a second output port connected to the second switching layer.
