1. An apparatus for transmitting digital information using electromagnetic waves, comprising:
an antenna; and
a signal generator coupled with the antenna, the signal generator configured to encode continuous power digital information stream at a server broadcast frequency in a symbol encoded in wobbles comprising a transition between two members of a defined finite set of frequency/phase pairs such that power stays constant during the transition and a selection of the two members determines the symbol;
wherein for a start of a base signal corresponding with a start of a wobble, the transmitting server is configured to send data to at least one client on a server broadcast frequency and receive client responses on designated client response frequencies using redundancy in an error correction algorithm.
