1. A system, comprising:
at least one data processor; and
at least one memory storing instructions which, when executed by the at least one data processor, result in operations comprising:
determining, based on location data from a positioning system, a current location of a cartridge including a substance for a patient;
determining, based at least on an identification information, an identity of an individual taking an action with respect to the cartridge; and
detecting a diversion of the substance in response to determining that at least one of the individual and the action is unauthorized for the cartridge at the current location of the cartridge.
