1. A base station (BS), comprising:
transmitter circuitry configured to transmit, to a user equipment (UE), random access (RA) resource allocation information;
receiver circuitry configured to receive, from the UE, a RA preamble sequence and a payload indicating an identifier of the UE; and
wherein the transmitter circuitry is further configured to transmit, in response to receiving the RA preamble sequence and the payload, a downlink control information (DCI) message with the identifier of the UE and an uplink grant.
