1. A communication device that operates as a terminal under control of a base station, the communication device comprising circuitry configured to:
transmit and receive wireless signals;
control transmission of data using a predetermined resource pool;
control an implementation of a relay communication for a packet within the predetermined resource pool,
wherein the packet is received by the terminal from another terminal operating as a transmission source terminal of the packet;
acquire position information by using GPS or GNSS;
based on the acquired position information, determine the implementation of the relay communication on a basis of information that is configured to indicate an area in which the relay communication should be performed or an area in which the relay communication may be performed,
wherein the information configured to indicate the area in which the relay communication should be performed or the area in which the relay communication may be performed is at least one of information received from the base station, information received from the another terminal, or information obtained from the terminal itself during a reception of the packet; and
control implementation of the relay communication for the packet using a resource, of the predetermined resource pool, that is reserved by the transmission source terminal of the packet for the relay communication of the packet,
wherein the circuitry is further configured to control the implementation of the relay communication for the packet on a basis of a relationship between freshness information of the packet and an implementation probability,
wherein the freshness information of the packet corresponds to:
priority information of the packet, or
a level of congestion of a channel used for the relay communication.
