1. An apparatus comprising:
a processor configured to cause a user equipment device (UE) to:
establish a connection with a network;
receive, from the network, a broadcast message including a first indication that the network supports a fully protected connection resume message, wherein all fields except a ResumeMAC-I part are protected in the fully protected connection resume message;
receive, from the network, a second indication in a radio resource control (RRC) Release message with SuspendConfig that the network supports the fully protected connection resume message;
release the connection with the network;
in response to both the first and second indication, determine that the network supports and/or configures the fully protected connection resume message; and
in response to the determination that the network does support the fully protected connection resume message:
transmit, to the network, the fully protected connection resume message; and
resume the connection with the network.
