1. An apparatus for wireless communications at a user equipment (UE), comprising:
one or more memories comprising instructions; and
one or more processors configured to execute the instructions and cause the apparatus to:
transmit an indication of a capability of the UE, wherein;
the capability indicates that the UE can transmit one or more minimization of drive test (MDT) or self-organizing network (SON) reports over a terrestrial network (TN), a non-terrestrial network (NTN), or both the TN and the NTN,
the one or more MDT or SON reports comprise measurements for one or more TN cells, measurements for one or more NTN cells, and an identifier that differentiates the measurements for the one or more NTN cells from the measurements for the one or more TN cells, and
the capability further indicates the UE is able to report the measurements for the one or more NTN cells via the one or more TN cells and the measurements for the one or more TN cells via the one or more NTN cells; and
transmit the one or more MDT or SON reports in accordance with the capability.
