1. An antenna for a ground-penetration radar system, the antenna comprising:
a metal or metal-coated housing having a cavity therein;
a multiplicity of polymer plastic dielectrics filling said cavity; and
a planar printed radiating element connected to a balun recessed within at least one of said polymer plastic dielectrics,
wherein said housing has an opening which permits emission of radiation to and from the radiating element,
wherein at least one of said polymer plastic dielectrics is loaded or layered with microwave absorbing material,
wherein at least one of said polymer plastic dielectrics provides mechanical protection to said radiator; and
wherein at least one of said polymer plastic dielectrics has a dielectric constant between the dielectric constant of ground and the dielectric constant of air.
