1. A vehicle management system that manages a state of a first vehicle and a second vehicle, the vehicle management system comprising at least a processor and a memory,
wherein the vehicle management system is a server comprising a communication interface that communicates with the first vehicle, the server being separated from the first vehicle,
wherein the processor causes an odor sensor arranged in the first vehicle to gather vehicle interior odor data,
wherein the processor comprises:
a data acquisition unit that acquires the vehicle interior odor data from the odor sensor via the communication interface;
a level determination unit that acquires an odor level to be associated with a type of vehicle interior odor, from the vehicle interior odor data, and determines whether the odor level fulfills a predetermined criterion; and
a vehicle controller configured to transmit a command including control data for controlling the first vehicle based on the vehicle interior odor data,
wherein in acquiring the odor level to be associated with the type of vehicle interior odor, the level determination unit acquires a first odor level at a first time and a second odor level at a second time after the first time,
wherein the level determination unit determines whether a future third odor level, which is presumed based on a difference between the first odor level and the second odor level, fulfills the predetermined criterion,
wherein the control data is data for controlling at least one of an air conditioning system of the first vehicle and opening/closing of a window, and
wherein the vehicle controller is further configured to dispatch the second vehicle to replace the first vehicle when the future third odor level has not improved to fulfill the predetermined criterion.
