1. A method comprising:
transmitting, by a base station and for beam failure recovery, a first active downlink bandwidth part (BWP) index for a cell and a first active uplink BWP index for the cell, wherein the first active uplink BWP index and the first active downlink BWP index are set to a same value by the base station; and
receiving, via a first active uplink BWP associated with the first active uplink BWP index, a random access preamble for beam failure recovery.
