15. A non-transitory digital storage medium comprising instructions that, when executed by a base station, causes the computer to perform steps comprising:
detecting congestion at a base station and entering a congestion control mode;
receiving, at the base station at a first radio access technology (RAT), a new user equipment (UE) radio resource control (RRC) connection request that contains an RRC establishment cause information element (IE);
determining, at the base station at the first RAT, a priority of the new UE connection request based on the RRC establishment cause IE, wherein the priority of the new UE connection request is based on the RRC establishment cause IE in the new UE connection request; and
identifying the congestion management strategy based on the priority of the new UE connection request, the congestion management strategy comprising both of initiating a handover for an existing bearer and redirecting the new UE connection request to a multi-radio access technology (multi-RAT) base station at a second RAT.
