1. A video decoding method comprising:
configuring a plurality of merge candidates for a current block including a first merge candidate and a second merge candidate;
when both the first merge candidate and the second merge candidate correspond to a reference picture list L0, determining a motion vector of an additional merge candidate using an average value of a first motion vector of the first merge candidate and a second motion vector of the second merge candidate without using any merge candidate other than the first merge candidate and the second merge candidate; and
reconstructing the current block using a motion vector of a merge candidate in a merge candidate list including the plurality of merge candidates and the additional merge candidate,
wherein the first merge candidate is a merge candidate at a first position in the merge candidate list and the second merge candidate is a merge candidate at a second position in the merge candidate list,
wherein when a number of merge candidates in the merge candidate list including the plurality of merge candidates and the additional merge candidate is less than a fixed number, a merge candidate corresponding to a zero motion vector is added to the merge candidate list.
