1. A server comprising:
a memory; and
an electronic processor communicatively coupled to the memory, the electronic processor configured to:
generate an activation code corresponding to a unique identifier (unique ID) that uniquely identifies a user of a service;
electronically sending, with the server, the activation code to a user device of the user;
receive a biometric image from the user device in response to the activation code, the biometric image being captured by a camera of the user device;
generate a biometric template from the biometric image; and
electronically send the biometric template to a smartcard manufacturer for configuring with a smartcard to implement biometric authentication of the user,
wherein the user is enrolled for biometric authentication without requiring the user to visit a central location to provide the biometric image.
