1. A method for performing random access by a base station, comprising:
receiving a first message from a user equipment (UE) in a random access procedure;
generating a second message including a random access message, the second message being responsive to the first message, the random access message including:
a first media access control (MAC) sub-protocol data unit (subPDU), having a first subheader and a success random access response (RAR), wherein the first subheader includes a type 1 field configured to indicate a type 2 field is present within the random access message, the type 2 field being set to “1” to indicate the success RAR is included in the first MAC subPDU; and
transmitting the second message to the UE.
