1. A method performed by a first wireless user equipment, comprising:
identifying a first transport block (TB) for transmission to a second wireless user equipment via a sidelink;
determining a preemptable active hybrid automatic repeat request (HARQ) process among a plurality of active HARQ processes in a media access control (MAC) layer of the first wireless user equipment using an HARQ process preemption procedure based on a preemption status parameter and a preemption priority parameter associated with the first TB;
associating the first TB with the preemptable active HARQ process; and
transmitting or retransmitting the first TB, to the second wireless user equipment according to the preemptable active HARQ process via the sidelink.
