1. A method, comprising:
receiving, by network equipment comprising a processor, cell throughput data associated with a cell of a radio access network;
comparing, by the network equipment, the cell throughput data to a defined cell throughput threshold; and
in response to a result of the comparing indicating that the cell throughput data comprises a cell throughput that is less than the defined cell throughput threshold, determining, by the network equipment, minimum bit rate adjustment information to decrease a minimum bit rate of a first user equipment served by the cell, wherein the first user equipment is associated with a lower spectral efficiency than a second user equipment served by the cell, wherein the first user equipment is associated with a higher spectral efficiency than an ineligible user equipment served by the cell, and wherein the ineligible user equipment is associated with an ineligible minimum bit rate that is set at a defined minimum bit rate.
