1. An apparatus comprising:
circuitry configured to:
receive a new video frame of a video stream;
responsive to a difference between pixel samples of a block of the new video frame and a corresponding block of a reference video frame being less than a first threshold, set an estimate of pixel activities for the block of the new video frame equal to previously calculated pixel activities of the corresponding block of the reference video frame; and
responsive to the difference being greater than a second threshold, calculate the pixel activities for the block of the new video frame.
