1. A decoding apparatus for image decoding, the decoding apparatus comprising:
a memory; and
at least one processor connected to the memory, the at least one processor configured to:
obtain a dependent quantization enabled flag;
obtain a Transform Skip Residual Coding (TSRC) disabled flag based on the dependent quantization enabled flag;
determine a residual coding syntax for a current block based on the TSRC disabled flag;
obtain residual information of the residual coding syntax for the current block;
derive a residual sample of the current block based on the residual information; and
generate a reconstructed picture based on the residual sample,
wherein the dependent quantization enabled flag is a flag for whether dependent quantization is enabled,
wherein,
based on a value of the dependent quantization enabled flag being 0, the TSRC disabled flag is obtained:
based on a value of the TSRC disabled flag being 1, a structure of the residual coding syntax is used, and
based on a value of the TSRC disabled flag being 0, the structure of the residual coding syntax is not used.
