1. A method of encoding a video, the method comprising:
obtaining a current picture of the video;
partitioning the current picture into a plurality of tiles;
encoding, in a bitstream, a flag representing whether a number of slices in the current picture is one, wherein a value of the flag is one of:
a first value representing that the number of slices in the current picture is one, or
a second value representing that the number of slices in the current picture is greater than one; and
determining whether to encode slice configuration information in the bitstream, wherein determining whether to encode slice configuration information in the bitstream comprises at least one of:
responsive to determining that the number of slices in the current picture is one, refraining from encoding the slice configuration information in the bitstream, or
responsive to determining that the number of slices in the current picture is greater than one, encoding the slice configuration information from the bitstream.
