1. A battery packaging material comprising a laminate including at least a base material layer, an adhesive layer, a metal layer and a sealant layer laminated in this order, wherein:
the base material layer includes:
a resin layer A formed of a thermoplastic resin having a volume resistivity of 1×1016 Ω·cm or more, the thermoplastic resin being at least one of polyethylene terephthalate and polybutylene terephthalate, and
another resin layer that includes a polyamide resin,
a water absorption ratio of the thermoplastic resin that forms the resin layer A is 0.5% or less, and
a wet tension of the surface of the resin layer A is 35 mN/m or less as measured under an atmosphere at 23° C. and 50% RH.
