1. A method comprising:
establishing a first data plane between a user equipment device and a gateway device, wherein the user equipment device comprises a 3rd Generation Partnership Project (3GPP) user equipment device, wherein the gateway device is configured to implement a Proxy Mobile Internet Protocol version 6 (PMIPv6) Mobile Access Gateway (MAG), and wherein the first data plane comprises a 3GPP data plane;
establishing a second data plane between the gateway device and an anchor device, wherein the second data plane comprises a PMIPv6 data plane, and wherein the anchor device is configured to implement a PMIPv6 Local Mobility Anchor (LMA); and
performing a paging mobility management operation for the user equipment device under control of the MAG and the LMA without use of or control by an LTE Mobility Management Entity (MME) device or a 5G Access and Mobility Management Function (AMF) device, the paging mobility management operation comprising the LMA initiating paging of the user equipment device by sending a message from the LMA to the MAG and initiating a paging timer at the LMA.
