8. A gas diffusion layer for an electrode comprising partially melted entangled quartz fibers formed by annealing entangled quartz fibers at 1250° C. to 1350° C. with an annealing plateau time of 5 minutes to 3 hours, the partially melted entangled quartz fibers having a pore size greater than 1 μm, and a conductive material coated on the partially melted entangled quartz fibers.
