1. A copolymer comprising:
a) a first repeat unit that is fluorinated and cyclic; and
b) a second repeat unit having the structure:

wherein Q is selected from the group consisting of SR, SO2R, SCl, SO2Cl, SO3M, and SO3H; R is an alkyl group containing 1 to 10 carbon atoms and M is selected from the group consisting of an alkali metal ion, an ammonium ion, and Ag+; RF is a perfluoroalkyl or perfluoroalkoxy group having 1 to 10 carbon atoms, or CFYCF2 wherein Y is Cl or Br.
