1. A method performed by a terminal in a communication system, the method comprising:
receiving, from a base station, a physical downlink control channel (PDCCH) including a transmission power control command for a physical uplink control channel (PUCCH);
identifying a transmission power for the PUCCH based on the transmission power control command, a pathloss, and a PUCCH transmission power adjustment component, wherein the PUCCH transmission power adjustment component is inversely related to a number of PUCCH symbols; and
transmitting, to the base station, the PUCCH in the PUCCH symbols, based on the transmission power.
