1. A method performed by a terminal in a communication system, the method comprising:
receiving, from a base station, system information including access barring configurations for access categories, the access barring configurations including an access category and a barring configuration for the access category;
receiving, from the base station, a radio resource control (RRC) message for transitioning a state of the terminal from an RRC connected state to an RRC inactive state, wherein the RRC message includes configurations for data radio bearers (DRBs) and a configuration for a DRB includes an access category mapped to the DRB among the access categories;
identifying that an access attempt is triggered in the RRC inactive state;
in case that the access attempt is associated with the DRB among the DRBs and in case that an access category of the access attempt and the access category mapped to the DRB are different, determining whether the access attempt is barred based on an access barring configuration corresponding to the access category mapped to the DRB; and
in case that the access attempt is not barred, performing an RRC resume procedure,
wherein the access categories include an access category associated with an application, an access category associated with an emergency call, at least one access category associated with mobile originating (MO) signaling, at least one access category associated with MO data, and at least one access category associated with DRBs.
