1. A method for optimizing layer assignment based on a user equipment (UE) quality control indicator (QCI), the method comprising:
for a first UE of a plurality of UEs, monitoring a total QCI value associated with one or more applications being used by the first UE while the first UE is connected to a first node utilizing a first wireless access protocol;
determining that the total QCI value for the first UE is above a threshold;
determining that the first UE has experienced an evolved packet system (EPS) fallback procedure from the first wireless access protocol to a second wireless access protocol; and
assigning to the first UE a layer of one or more layers associated with a second node utilizing at least the second wireless access protocol, wherein the first UE is assigned to the layer based on the total QCI value for the first UE being above the threshold.
