1. A method, comprising:
identifying a request to deliver Quality of Service (QOS)-sensitive services to a User Equipment (UE) over at least one 5th Generation (5G) network, the at least one 5G network comprising a reserved resource and a pooled resource;
in response to determining at least one of: (A) that reserved resources are available for the QoS-sensitive services, (B) that the QoS-sensitive services are emergency services, (C) that a radio signal strength is below a first threshold, or (D) that a congestion level of the reserved resources is below a second threshold,
transmitting, to a resource allocator in the at least one 5G network, a second request to allocate the reserved resource to the QoS-sensitive services, and
initiating a timer; and
receiving a response to the second request before an expiration of the timer, and, based on the response to the second request, causing delivery of the QoS-sensitive services over the reserved resource.
