1. A method of decoding video data, the method comprising:
receiving a sequence parameter set;
parsing a first syntax element sps_conformance_window_flag indicating whether conformance cropping window offset parameters follow next in the sequence parameter set; and
parsing a second syntax element sps_subpic_info_present_flag specifying whether subpicture information is present, wherein the second syntax element immediately follows the first syntax element or the conformance cropping window offset parameters based on whether the conformance cropping window offset parameters follow next in the sequence parameter set.
