1. A method of decoding motion information, the method comprising:
determining whether a list 0, a list 1 or bi-prediction is used for a current block;
when it is determined that the bi-prediction is used for the current block, obtaining, from a bitstream, information indicating whether motion information is omitted or not;
obtaining, from the bitstream, a motion vector difference for the list 0;
if the information indicates that the motion information is omitted, determining a motion vector difference for the list 1 using a predetermined first method without obtaining from the bitstream, and determining a reference picture index for the list 0 and a reference picture index for the list 1 using a predetermined second method without obtaining from the bitstream; and
decoding the current block using the motion vector difference for the list 0, the motion vector difference for the list 1, the reference picture index for the list 0 and the reference picture index for the list 1.
