1. A system, comprising:
a processor; and
a memory storing:
a preliminary operations module including instructions that, when executed by the processor, cause the processor to obtain information about a traffic condition of stopped or slow moving vehicles;
a calculations module including instructions that, when executed by the processor, cause the processor to:
define a monitoring zone that encloses the traffic condition of stopped or slow moving vehicles;
determine, based on data about velocities of vehicles in the monitoring zone, that an error of a prediction of a position of a vehicle, within the traffic condition, is less than a threshold; and
increase, in response to a determination that a standard deviation of the velocities is greater than a threshold deviation, a sampling frequency at which the data are received; and
a communications module including instructions that, when executed by the processor, cause the processor to:
receive, at the sampling frequency, the data; and
cause, in response to a determination that the error is less than the threshold, the information to be communicated to a component of a vehicle for an action controlled by the component, wherein the component comprises at least one of a propulsion system, a braking system, a steering system, a throttle system, a transmission system, or a navigation system.
