1. A method for decoding, from a bitstream, level information for each of a plurality of regions partitioned from each of pictures included in a video sequence, the level information being information for defining a level of decoding capability of the apparatus including maximum resolution up to which the apparatus is processible, the method comprising:
decoding a first flag indicating whether extra information is defined, and default level information for defining at least one default level,
wherein the extra information is associated with the default level information, and is used for setting a level corresponding to the region;
decoding the extra information depending on the first flag; and
setting the level corresponding to the region using the default level information and the extra information.
