1. A system for establishing an incident communications network, comprising:
a memory;
an incident controller coupled to the memory, and configured to:
receive an incident trigger;
determine based on the incident trigger and a marshaling rule, a member to be invited to the incident communications network, wherein the incident communications network enables interoperable communications among communications resources controlled by multiple parties during an incident;
transmit an invitation to a communications resource of the communications resources, wherein the member is associated with the communication resource, wherein the invitation comprises a hypertext link, that when selected by the member, initiates a connection of the communications resource to the incident communications network; and
transmit live video to the incident communications network, wherein the live video is accessible to the member via the communications resource connected to the incident communications network.
