1. A communication apparatus comprising:
a transmitter that transmits control information; and
a receiver that receives a plurality of bits that are mapped on one of modulation symbols in a modulation mapper, each place of a number of bits out of the plurality of bits being forcibly set to a 1, and the number of bits being determined from the control information,
wherein a number of the modulation symbols is less than an M-ary number of the modulation mapper.
