1. A method for a user equipment (UE) for performing a hybrid automatic repeat request (HARQ) codebook generation operation for downlink receptions, the method comprising:
receiving, from a base station, a dynamic scheduling configuration for a HARQ feedback operation;
receiving, from the base station, scheduling signaling for a first physical downlink shared channel (PDSCH) reception to disable a first HARQ state feedback for the first PDSCH reception; and
generating, for the HARQ feedback operation, a HARQ codebook that excludes a first HARQ state for the first PDSCH reception, wherein the HARQ codebook is generated without counting a first physical downlink control channel (PDCCH) reception in a downlink assignment index (DAI) value indicated in the scheduling signaling.
