20. A system comprising:
a base station comprising one or more first processors and first memory storing first instructions that, when executed by the one or more first processors, cause the base station to:
transmit one or more radio resource control (RRC) messages comprising configuration parameters of a cell, wherein the configuration parameters indicate a ratio threshold for selecting between rate matching and puncturing;
transmit a first downlink control information (DCI) scheduling an uplink transport block (TB) via uplink resources of the cell; and
transmit a second DCI indicating a transmission cancelation on one or more resources of the uplink resources; and
a wireless device comprising one or more second processors and second memory storing second instructions that, when executed by the one or more second processors, cause the wireless device to:
receive the one or more RRC, the first DCI, and the second DCI;
select between the rate matching and the puncturing to map the uplink TB to a portion of the uplink resources based on a ratio of the one or more resources to the uplink resources, wherein the portion of the uplink resources does not conflict with the one or more resources;
map the uplink TB to the portion of the uplink resources based on:
the rate matching in response to the ratio being equal to or greater than the ratio threshold; and
the puncturing in response to the ratio being less than the ratio threshold; and
transmit the uplink TB via the portion of the uplink resources in response to the mapping.
