determining, by a terminal device, a transport block size of a data channel based on a quantity of available resource elements NRE′ of the data channel in a physical resource block, wherein

Nsymlsh=Nsyml−2,
Nsyml indicates a quantity of symbols used for sidelink communication in a slot,
NSCRB=12 indicates a quantity of subcarriers in the physical resource block is 12,
NDMRSPRB indicates an overhead of a demodulation reference signal on an encoded symbol in the physical resource block,
NohPRB is configured by a higher layer, and
lα is determined based on a configured period of a physical sidelink feedback channel.
