1. An electronic device comprising: a housing having a conductive wall with a cavity; a first dielectric substrate in the cavity and having a first dielectric constant; an antenna at least partially overlapping the cavity; and a second dielectric substrate embedded in the first dielectric substrate and at least partially overlapping the antenna, wherein the second dielectric substrate has a second dielectric constant that is different than the first dielectric constant and the antenna is configured to radiate through the first dielectric substrate, the second dielectric substrate, and the cavity.
