1. A first apparatus, comprising a processor and a memory, wherein the memory is configured to store program instructions, and the processor is coupled to the memory to execute the instructions to:
receive a first data block from a server, wherein the first data block is used for upgrading a vehicle;
obtain a second data block from a terminal based on an association relationship, wherein the second data block is used for upgrading the vehicle, and the second data block is sent by the server to the terminal; and
obtain a vehicle upgrade package based on the first data block and the second data block; wherein the first data block and the second data block each are a part of the vehicle upgrade package, wherein the first data block and the second data block are obtained by the server by dividing the vehicle upgrade package, and wherein the association relationship is a relationship between each data block of the vehicle upgrade package and a terminal that receives the data block;
wherein the obtaining of the second data block from the terminal based on the association relationship comprises:
sending a data block obtaining request to the terminal based on the association relationship between each data block obtained through division of the vehicle upgrade package and a terminal that receives the data block; and
receiving the second data block returned by the terminal in response to the data block obtaining request.
