1. A wireless user equipment device (UE), the UE comprising:
a radio, comprising one or more antennas for performing wireless communication;
a processing element operatively coupled to the radio; and
first and second subscriber identity modules (SIMs), wherein each of the first and second SIMs is coupled to the radio and configured to be used with the radio for the wireless communication;
wherein the UE is configured to:
determine to perform a cellular communication using the second SIM;
in response to the determination to perform the cellular communication using the second SIM, determine to leave a first radio resource control (RRC) connection;
receive a message from a first cellular network to release the first RRC connection and change an RRC state associated with the first SIM from a first RRC state to a second RRC state;
perform the cellular communication using the second SIM; and
after performing the cellular communication using the second SIM, transmit a message to the first cellular network indicating an RRC resume request and a preferred next RRC state selected from a group comprising RRC Connected, RRC Inactive and RRC Idle states.
