1. An apparatus for wireless communication, comprising:
one or more memories memory storing processor-executable code; and
one or more processors coupled with the one or more memories and individually or collectively operable to execute the code to cause the apparatus to:
receive, at a user equipment (UE), a downlink transmission in a radio frequency spectrum band;
identify reference resources in the downlink transmission for computing a channel state information (CSI) report;
generate the CSI report based at least in part on the identified reference resources;
transmit, from the UE in the radio frequency spectrum band, a random access request message of a first step of a shortened random access procedure, the random access request message associated with the CSI report and a request for a grant of resource for communications at the UE; and
receive, in accordance with the random access request message, a random access response message of a second step of the shortened random access procedure, the random access response message based at least in part on the CSI report.
