1. A device, comprising:
a receiver structured to receive a beacon message comprising informational data and data regarding a minimum received signal strength value for a relevance of the beacon message;
wherein, the receiver is in communication with a processor, and the informational data includes information regarding an access control requirement for a worker to access at least one of (a) a location or (b) operation of a piece of equipment;
the processor programmed to determine a relevance of the beacon message by comparing the minimum received signal strength value for the relevance of the beacon message to an actual received signal strength of the beacon message,
wherein, if the actual received signal strength is greater than or equal to the minimum received signal strength value, the processor determines the device is within a range of relevance and, based on the informational data, provides an instruction to at least one of (a) grant or limit access to the location or (b) allow or limit operation of the piece of equipment.
